What is the PGS?
The Performance Governance System (PGS) is the framework used by Philippine government hospitals to translate strategy into action. It is built around a Strategy Map — a one-page picture of where we are going and how we plan to get there. The PGS is implemented in four stages: Initiation, Compliance, Proficiency, and Institutionalization.
Where are we now?
FNLGHTC is currently at Stage 2 — Compliance. The key outcome of this stage is showing evidence of strategy execution. This means every employee must understand their role and how their work connects to the strategy. Our next milestone is the Gold Trailblazer Award in 2026.

FNLGHTC is positioning itself to become a Level 3 hospital with 200 beds and 5 accredited training programs by 2028 — and a Neonatal Care Center. We earned the Gold Trailblazer Award in 2024.

FNLGHTC serves the people of Apayao and Cagayan by delivering quality, people-centered, accessible, and affordable health services; producing competent, compassionate healthcare professionals; and providing policy-driven, bioethical researches that are locally and globally recognized.

Eight governance mechanisms plus breakthrough results compose the nine elements of the PGS.

In implementing the Performance Governance System, organizations assure the implementation of eight (8) governance mechanisms to achieve breakthrough results to its stakeholders. These eight mechanisms and the breakthrough result compose the nine (9) elements of the PGS.

In order to reach the last stage of the PGS, organizations should be able to show a systemic and systematic approach in their delivery of performance with the commitment of all in actively pursuing the organizational priorities.
